I. Job Summary
Leads the Proposal and Contract Strategy function within the Area, driving successful municipal proposal responses, contract renewals, franchise retention, and revenue growth initiatives. Responsible for building a high-performing team that develops winning proposal strategies, enhances competitive positioning, and ensures successful execution of municipal business opportunities throughout the contract lifecycle.
II. Essential Duties and Responsibilities
+ Leads and develops the Area Public Sector Proposal and Contract Strategy team.
+ Oversees the development, coordination, and submission of RFP, RFQ, and proposal responses for multiple sales segments.
+ Drives proposal strategy for new business opportunities, contract renewals, and municipal growth initiatives.
+ Partners with Area, District, Corporate, Legal, Finance, Operations, and Pricing teams to develop competitive and differentiated proposals, processes and standards.
+ Identifies winning strategies and value propositions that strengthen WM's competitive position and increase proposal success rates.
+ Establishes proposal management processes, content libraries, best practices, and governance standards to improve efficiency and proposal quality.
+ Builds and maintains tools, templates, and resources that enable consistent, high-quality proposal development across the organization.
+ Coaches and develops team members to improve proposal writing, project management, presentation development, and strategic thinking capabilities.
Growth & Strategy
+ Evaluates municipal contracts, franchise agreements, and market opportunities to identify revenue growth opportunities.
+ Supports strategic planning efforts for Area Public Sector Services.
+ Develops recommendations for retention, expansion, pricing, and service enhancement strategies.
+ Identifies contract optimization opportunities that improve financial performance and customer value.
+ Collaborates with Finance and Pricing teams to support business cases, financial modeling, and municipal growth strategies.
Contract Negotiations
+ Understand contract negotiations and drafting of municipal contracts and amendments.
III. Qualifications
Must live and work in the U.S.
A. Required Qualifications
+ Bachelor's Degree or equivalent experience in Public Administration, Business Administration, or similar area of study
+ Master's Degree or equivalent experience in Public Administration, Business Administration, or similar area of study
+ 7 years managing, reviewing, monitoring, and/or negotiating contracts or other similar legal documents.

The expected base pay range for this position across the U.S. is $96,700 - $143,750. This range represents a good faith estimate for this position. The specific salary offered to a successful candidate may be influenced by a variety of factors including the candidate's relevant experience, education, training, certifications, qualifications, and work location.
