**Job Description**
Oracle Health Government Services is seeking an experienced **Technical and Delivery project manager** to support strategic delivery across multiple Federal healthcare modernization initiatives. This role serves as the operational leader responsible for coordinating staffing, release readiness, project operations, executive reporting, risk management, and customer escalations across multiple workstreams.
The Program Operations Manager partners closely with Delivery Leadership, Project Managers, Technical Leads, Resource Management, Government stakeholders, and cross-functional teams to ensure successful program execution. This individual serves as the central point of coordination for operational activities that enable successful delivery while proactively identifying risks, resolving issues, and driving accountability across the organization.
This position requires exceptional organizational skills, executive communication, operational leadership, and the ability to manage multiple competing priorities in a highly regulated Federal environment.

**Program Operations**
+ Coordinate operational activities across multiple projects and delivery teams.
+ Support Delivery Leadership with program planning, execution, and operational governance.
+ Facilitate leadership meetings and operational reviews as a backup
+ Identify operational risks and drive mitigation activities when needed
+ Ensure operational processes are consistently executed across teams.
+ Build strong working relationships across internal and external organizations.
+ Ensure communication remains proactive, timely, and transparent.
**Staffing & Resource Management**
+ Serve as a backup for staffing and resource management to include but not limited:
+ Coordinate staffing requests across programs and project teams.
+ Track resource allocations, onboarding, offboarding, and staffing forecasts.
+ Monitor staffing gaps and recommend solutions.
+ Support workforce planning and project startup activities.
**Release & Delivery Management**
+ Provide support when needed for:
+ Partner with Release Managers, Technical Leads, and Project Managers to resolve blockers.
+ release planning, deployment readiness reviews, and Go-Live activities.
+ Coordinate release communications with stakeholders.
+ Coordinate release readiness activities across multiple teams.
+ Track release schedules and critical dependencies.

**Education, certifications, or experience (preferred/required):**
+ Bachelor's degree or equivalent experience.
+ 7+ years of experience in Program Management, PMO, Delivery Operations, Release Management, or Project Operations.
+ Experience supporting Federal Government programs preferred.
+ Experience coordinating large cross-functional teams.
+ Experience managing staffing and resource allocation.
+ Experience supporting release management and deployment activities.
+ Excellent executive communication and presentation skills.
+ Strong analytical and problem-solving abilities.
+ Experience with Agile and traditional project management methodologies.
+ Experience using JIRA, Microsoft Project, SharePoint, and reporting tools.
+ Ability to obtain and maintain a government security clearance.
+ U.S. Citizenship required.
Preferred Qualifications
+ PMP Certification
+ Experience supporting Oracle Health or EHR modernization programs

US: Hiring Range in USD from: $87,000 to $187,000 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
