Sr. Technical Analyst
Maximus is seeking a qualified Sr. Technical Analyst for one or more current and upcoming Child Support system modernization projects. The qualified candidate will support large-system implementation efforts in the Child Support public-sector domain and may be assigned to either a quality assurance engagement or a project management engagement depending on project needs. This senior-level role requires the ability to work independently, contribute technical analysis across the system development lifecycle, develop and review high-value technical and project deliverables, identify and address risks and issues proactively, and provide informed recommendations that support client decision-making and project success. The individual will report directly to a Senior Manager. Maximus is a matrix-managed organization, which means each individual may have secondary reporting relationships to one or more Project Managers, depending on the projects to which they are assigned.
Essential Duties and Responsibilities:
- Complete cost allocation plans for assigned clients.
- Obtain contract renewals for multiple clients.
- Manage relationships with multiple clients as well as project staff responsible for projects.
- Support leadership in ensuring that the project is delivered to specifications, on time and within budget.
- Track the status and due dates of projects.
- Collaborate with project managers on various initiatives and projects to track progress and provide support as necessary.
- Facilitate regular meetings and reviews.
- Adhere to contract requirements and comply with all corporate policies and procedures.
- Evaluate employee performance and recommend employees' needs and development opportunities to leadership.
'- Perform duties independently under the direction of the direct manager and/or Project Manager on specific projects.
- Lead and support technical analysis, planning, coordination, and execution activities across one or more Child Support system modernization engagements.
- Develop, review, and maintain technical and project documentation such as technical requirements, interface specifications, data mapping documents, technical design inputs, work plans, status reports, governance materials, issue logs, risk logs, meeting notes, decision logs, and other project deliverables.
- Review project documentation, client materials, technical artifacts, and working documentation to identify themes, dependencies, risks, issues, gaps, and opportunities for improvement.
- Plan for and participate in interviews, focus groups, workshops, technical sessions, and other meetings necessary to gather information for project deliverables in accordance with the project scope of work.
- Attend and lead project meetings with the client, subcontractors, project stakeholders, or other Maximus team members, as requested by the Senior Manager or Project Manager.
- Analyze system modernization information, business and technical requirements, project data, and client documentation to support recommendations, issue resolution, and project decision-making.
- Research alternative solutions to technical and project-related problems, determine appropriate approaches, and make verbal and written recommendations to appropriate parties.
- Review work products for completeness, consistency, traceability, quality, and alignment with project objectives, standards, and contract requirements.
- Participate in client meetings and offer observations, analysis, and insight on technical and business topics.
- Identify risk areas, technical concerns, potential issues, and project dependencies that require proactive attention, and support mitigation and resolution planning.
- Support and contribute to the preparation of weekly, monthly, quarterly, and ad hoc reports in compliance with contract requirements and project needs.
- Track action items, follow-ups, and decisions, and help ensure timely completion of assigned responsibilities and deliverables.
- Work collaboratively with project staff, client representatives, and cross-functional teams to advance engagement goals and deliver quality outcomes.
- Provide technical and subject matter support related to Child Support business processes, systems, interfaces, testing activities, project delivery practices, and modernization approaches.
- On projects with a quality assurance focus, plan and perform quality review activities such as evaluating selected technical work products, testing artifacts, and project documentation for adherence to agreed standards, documenting observations, analyzing trends, and escalating unresolved concerns as appropriate.
- On projects with a project management focus, support project governance, status monitoring, dependency management, deliverable coordination, technical workstream tracking, and executive-ready reporting.
- Support the team in completing assigned responsibilities as outlined in the project schedule.
- Adhere to contract requirements and comply with all corporate policies and procedures.
- Complete project work in compliance with Maximus standards and procedures.
- Support all other tasks assigned by the Senior Manager or Project Manager.
- Perform other duties as assigned.
Minimum Requirements
'- Bachelor's degree in related field.
- 7-10 years of relevant professional experience required.
- Ability to communicate well with multiple clients and consultants.
- Knowledge of state and local governments.
'- Must be available to work during standard client business hours. Projects may involve clients from any US time zone, so work outside of the individual's local business hours may be required.
- Bachelor's degree from an accredited college or university, or equivalent relevant work experience.
- Five (5) or more years of experience supporting technical analysis, systems implementation, quality assurance, project management support, or related activities on Child Support technology implementation or modernization projects.
- Five (5) or more years of experience working in the Child Support Program or on Child Support system modernization initiatives.
- Strong understanding of Child Support Program objectives, business processes, federal requirements, and system modernization considerations.
- Experience developing, reviewing, or analyzing technical documentation, testing documentation, interface specifications, data-related artifacts, and Project Management Office (PMO) materials on a large, complex automated systems development project.
- Experience working directly with stakeholders to gather technical and operational information, analyze business and system processes, document findings, facilitate discussions, and develop recommendations that support project objectives and client decision-making.
- Experience managing requirements across the full lifecycle, including elicitation, documentation, traceability, validation, and change control on a large system modernization project.
- Two (2) or more years of experience directly programming or coding in current industry-standard computer languages is preferred.
- Familiarity with operating systems such as Windows, Linux/UNIX, and OS/X.
- Familiarity with databases and database tools such as DB2, Oracle, Microsoft SQL Server, and TOAD.
- Familiarity with low-code platforms such as Salesforce and Dynamics 365 is preferred.
- Strong command of cloud computing concepts and modern system architecture considerations.
- Strong command of agile, waterfall, and hybrid delivery practices.
- Ability to explain and communicate technical subjects to non-technical audiences.
- Strong analytical, problem-solving, and critical-thinking skills, with the ability to identify issues, assess impacts, evaluate alternatives, and recommend practical solutions.
- Experience in software and application testing, including designing or reviewing test scenarios, validating results, and supporting defect identification and resolution processes, is preferred.
- Experience implementing or reviewing test scripts to assess functionality, reliability, performance, and quality of a complex automated system is preferred.
- Experience identifying and prioritizing defect resolution and adhering to defect management processes is preferred.
- Ability to communicate clearly and professionally both in writing and verbally.
- Ability to read and interpret technical documents such as procedures, standards, regulations, technical reports, and solution artifacts.
- Experience with process improvement, issue identification, risk assessment, and project support activities is preferred.
- On projects with a quality assurance focus, experience reviewing selected technical work products and project artifacts for completeness, consistency, traceability, and adherence to established standards is preferred.
- On projects with a project management focus, experience supporting governance processes, project controls, status reporting, deliverable coordination, and technical workstream oversight is preferred.
- Experience supporting or overseeing the full data conversion lifecycle is preferred.
- Experience with extract, transform, and load (ETL) processes, including data integration, validation, and migration activities is preferred.
- Experience analyzing complex data and producing reports, summaries, presentations, or other client-ready materials.
- Ability to take initiative, manage multiple assignments, and work independently with limited direction.
- Proficiency in Microsoft programs such as SharePoint, Access, Word, Excel, PowerPoint, Smartsheet, and Project.
- Familiarity with AI tools and capabilities is preferred.
- Must have the flexibility for travel and a hybrid work schedule with remote and onsite work.
