As we continue to innovate, we are seeking an experienced **Principal Technical Program Manager** to lead a strategic initiative focused on modernizing our Software Development Lifecycle (SDLC) and Federal EHR to meet evolving healthcare regulatory requirements through automation and engineering excellence.
In this highly visible role, you will partner across Engineering, Product, Security, Risk & Compliance, and Operations to build scalable, audit-ready processes that seamlessly integrate regulatory requirements into the software delivery lifecycle. Your work will help enable faster, higher-quality releases while ensuring compliance with industry regulations such as HIPAA, HITRUST, and FDA guidelines.
What You'll Do
+ Lead enterprise-wide initiatives to modernize SDLC and release management processes with a focus on healthcare regulatory compliance and automation.
+ Translate healthcare regulatory requirements (HIPAA, HITRUST, FDA, and related standards) into scalable engineering processes, controls, and best practices.
+ Partner with engineering leaders to embed compliance controls, documentation, and evidence collection directly into CI/CD pipelines and release workflows.
+ Drive automation of audit evidence, compliance reporting, and release artifacts to reduce manual effort and improve audit readiness.
+ Collaborate across Engineering, Security, Risk & Compliance, Product, and Operations to ensure consistent execution of compliant software delivery practices.
+ Develop executive-level reporting and dashboards that provide visibility into compliance posture, delivery health, risks, and continuous improvement opportunities.
+ Serve as a trusted advisor during internal and external audits, ensuring engineering processes produce complete, accurate, and defensible compliance evidence.
Champion a culture of engineering excellence, operational maturity, continuous improvement, and automation across the organization
**Responsibilities**
Preferred Qualifications
+ Bachelor's degree in Computer Science, Engineering, or a related technical discipline.
+ 8+ years of Technical Program Management experience leading complex, cross-functional engineering initiatives.
+ Experience driving SDLC, DevOps, or release management process improvements within regulated industries such as healthcare, life sciences, financial services, or government.
+ Strong understanding of modern software development practices, CI/CD pipelines, cloud-native technologies, and engineering governance.
+ Experience translating regulatory or compliance requirements into scalable technical processes and automated controls.
+ Proven ability to influence engineering organizations and drive alignment across Product, Engineering, Security, Risk, and Compliance teams.
+ Excellent executive communication, presentation, and stakeholder management skills.
+ Familiarity with healthcare regulatory frameworks including HIPAA, HITRUST, FDA, or similar compliance standards.
+ **Ability to obtain a U.S. Public Trust clearance (U.S. citizens only).**

US: Hiring Range in USD from: $97,500 to $209,500 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
