Director, Commercial Energy & Power
**Job Description**

The Director, Commercial Energy & Power Strategy will lead a team responsible for developing and executing Oracle's commercial energy strategy across utility, generation, transmission, and infrastructure opportunities supporting global data center expansion.

This role sits at the intersection of energy markets, commercial negotiations, infrastructure development, utility strategy, and regulatory engagement. The successful candidate will lead complex commercial negotiations with utilities, power developers, transmission providers, colocation operators, and other energy stakeholders while partnering closely with internal teams including Site Selection, Development, Engineering, Finance, Legal, Capacity Planning, Government Affairs, Construction, and Operations.

The ideal candidate brings deep expertise in energy markets, utility commercial structures, infrastructure development, contract negotiations, and executive stakeholder management. This highly visible leadership role requires strong business judgment, executive presence, and the ability to evaluate complex tradeoffs involving cost, risk, reliability, timing, regulatory requirements, and long-term growth strategy.

**Responsibilities**

**Commercial Energy Strategy & Negotiations**

+ Lead commercial negotiations involving utility service agreements, power supply arrangements, transmission service, infrastructure cost-sharing, load growth agreements, and other strategic energy transactions.

+ Evaluate and structure commercial solutions that support Oracle's long-term data center growth objectives while managing cost, schedule, and operational risk.

+ Develop negotiation strategies and commercial positions for complex infrastructure and energy-related opportunities.

+ Assess commercial proposals, utility tariffs, infrastructure investment requirements, and non-standard commercial arrangements.

+ Provide executive recommendations regarding power procurement, utility investments, energy risk management, and infrastructure development strategies.

**Cross-Functional Leadership**

+ Partner closely with Development, Engineering, Capacity Planning, Construction, Operations, Finance, Legal, Procurement, Sustainability, and Government Affairs teams.

+ Drive alignment across stakeholders to support major infrastructure investments and strategic growth initiatives.

+ Coordinate multiple concurrent initiatives involving utilities, developers, consultants, regulators, and other external stakeholders.

+ Lead executive-level reviews and decision-making processes involving complex commercial and infrastructure matters.

+ Develop business cases and executive presentations that clearly communicate economics, tradeoffs, risks, and recommended actions.

**Regulatory & Government Affairs Support**

+ Partner with Government Affairs and Regulatory teams to support legislative, regulatory, and utility proceedings impacting Oracle's infrastructure strategy.

+ Assess emerging policy, market, and regulatory developments that may affect Oracle's power costs, reliability, and growth opportunities.

+ Support development of advocacy positions, stakeholder engagement strategies, and regulatory filings as needed.

+ Coordinate internal subject matter experts to support regulatory and public policy initiatives.

**Organizational Leadership**

+ Build, lead, and develop a high-performing team of energy professionals responsible for commercial energy strategy and negotiations.

+ Establish operating mechanisms, governance processes, and decision frameworks to support scalable execution.

+ Mentor and develop team members while fostering a collaborative, results-oriented culture.

+ Drive accountability, prioritization, and execution across a rapidly evolving portfolio of opportunities.

**Financial & Risk Management**

+ Evaluate utility, transmission, generation, and infrastructure investments using financial, economic, and risk-based analysis.

+ Partner with Finance teams to assess total cost of ownership, long-term financial impacts, and capital allocation alternatives.

+ Identify and mitigate commercial, regulatory, operational, and execution risks associated with strategic energy initiatives.

+ Track market trends, infrastructure constraints, and key business metrics to support data-driven decision making.

**Qualifications**

+ 10+ years of experience in energy markets, utility strategy, infrastructure development, commercial negotiations, power procurement, regulatory affairs, or related fields.

+ Demonstrated experience leading complex commercial negotiations involving utilities, infrastructure providers, developers, or large industrial customers.

+ Experience leading high-performing teams in energy, infrastructure, utilities, technology, or related industries.

+ Strong understanding of utility regulation, power markets, transmission, energy procurement structures, and infrastructure development.

+ Proven ability to influence executive decision-making through financial analysis, business case development, and strategic recommendations.

+ Strong understanding of contract structures, commercial terms, financial impacts, and risk management principles.

+ Exceptional communication, executive presentation, and stakeholder management skills.

+ Ability to operate effectively in fast-paced, ambiguous, and highly complex environments.

**Preferred Qualifications**

+ Experience supporting hyperscale data center, cloud, AI, or other large-load infrastructure developments.

+ Familiarity with utility rate structures, large-load interconnections, energy hedging, generation development, or transmission planning.

+ Experience supporting regulatory proceedings, government affairs initiatives, or public policy engagement.

**Education**

Bachelor's degree, or equivalent to, in engineering, STEM or business with technical expertise on energy and data center topics.

**Range and benefit information provided in this posting are specific to the stated locations only**

US: Hiring Range in USD from: $146,300 to $306,400 per annum. May be eligible for bonus, equity, and compensation deferral.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

10. Paid sick leave: 72 hours of paid sick leave upon date of hire. Refreshes each calendar year. Unused balance will carry over each year up to a maximum cap of 112 hours.
