Federal Change Management & Learning Program Lead
**Job Description**

**PLEASE NOTE: THIS ROLE REQUIRES UP TO 25% TRAVEL. CANDIDATE MUST BE A US CITIZEN AND BE ABLE TO OBTAIN SECURITY CLEARANCE.**

As an Oracle Health Federal Program Lead, you will support the planning, coordination, and execution of resource deployment activities for change management, learning, and go-live initiatives. Working under the direction of the Program Manager, this role helps ensure resources are scheduled, prepared, and deployed effectively to support client and organizational objectives.

The Program Lead serves as a key operational coordinator, managing day-to-day staffing activities, resource tracking, readiness monitoring, and program reporting. This position collaborates with project managers, operational leaders, facilitators, adoption coaches, and internal stakeholders to maintain staffing visibility, identify risks, and support successful event execution.

The ideal candidate is a detail-oriented professional with experience in program coordination, workforce planning support, resource management, and cross-functional collaboration. This individual should be comfortable managing multiple priorities, analyzing operational data, and driving execution in a fast-paced environment.

**Preferred Knowledge**

+ Learning Delivery and Change Management Operations

+ Federal / Healthcare Client Environments

+ Resource Management and Workforce Planning Methodologies

+ Microsoft Office Suite (Excel, PowerPoint, Word, Outlook)

+ Experience with resource management, scheduling, reporting, or project management tools

**Basic Qualifications:**

+ Minimum of Bachelor's Degree in Business, Management, Healthcare Administration, Education, Operations, or related field.

+ At least 4+ years of combined higher education and relevant work experience, including:

+ Experience in resource management, workforce planning, operations, project coordination, vendor management, learning delivery, or similar operational role.

+ Experience coordinating resources across multiple projects, events, workstreams, or client-facing deliverables.

+ Experience working with internal stakeholders and external partners or vendors.

+ Experience using Microsoft Office suite, including Outlook, Excel, Word, and PowerPoint.

+ U.S. Citizenship and ability to obtain/maintain Tier 3 Public Trust clearance, required due to contract.

+ Ability to travel up to 25% as needed.

**Preferred Qualifications:**

+ Experience supporting learning events, training delivery, client education, change management, or consulting operations.

+ Experience with Oracle Health, Cerner, EHR platforms, healthcare IT, or Federal client environments.

+ Experience with vendor or partner resource coordination and performance tracking.

+ Experience supporting large-scale transformation, implementation, or deployment programs.

+ Certifications such as PMP, CSM, Prosci, CCMP, or related operational/project management credentials.

**Expectations:**

+ Travel as needed, up to 25%.

+ Willingness to work additional or irregular hours within local labor guidelines.

+ Adhere to Oracle's and clients' security, privacy, and compliance standards.

+ Perform additional responsibilities as assigned.

US: Hiring Range in USD from: $71,200 to $166,100 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
