**The Work**
The Business Analyst serves as a critical liaison between stakeholders, project teams, and organizational leadership to ensure the successful elicitation, documentation, analysis, and validation of business and functional requirements. This role is responsible for assessing complex business processes, identifying opportunities for improvement, and translating stakeholder needs into technical solutions that align with organizational objectives and compliance requirements.

**Responsibilities**
+ Gather, analyze, and document user requirements, business processes, and existing system challenges to identify opportunities for automation or improvement; elicit and document business needs for both enhancements and new system development.
+ Translate business and technical requirements into detailed user stories for development teams.
+ Analyze program policies and procedures to assess their impact on automated systems and related functional system areas.
+ Perform quality assurance (QA) on user stories by verifying that all acceptance criteria and non-functional requirements are satisfied.
+ Plan and prepare training materials for internal and external users, assisting in the delivery of training sessions covering assigned systems.
+ Identify opportunities to improve business processes through automation, supporting the preparation of proposals for new system development initiatives.
+ Assist in reviewing and preparing complex project management deliverables, including project charters, project plans, test plans, and risk management plans.
+ Provide consultation on application analysis, troubleshoot system issues, and recommend effective solutions.
+ Possess proven experience in business analysis and quality assurance for licensing systems, specifically within Texas state licensing agencies; demonstrate deep understanding of the license life cycle, including the processes for new license application and ongoing management.
+ Exhibit expertise in creating detailed user stories, defining comprehensive acceptance criteria, and conducting manual testing to ensure system functionality and compliance.
+ Engage effectively with end users to gather requirements, validate solutions, and ensure a seamless user experience.
+ Deliver quality assurance consultation to projects, assignments, or special initiatives.
+ Develop and review test cases, process change requests, and manage project scope, acceptance, installation, and deployment phases.
+ Maintain assigned business relationships with vendors, pursue best value for new and renewing technologies, and review and approve monthly and annual invoices.
+ Adhere to all Texas Department of Agriculture (TDA) policies and procedures.
+ Other duties as assigned.
**Qualifications**

+ A minimum of eight (8) years of experience providing complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives is required.
+ A minimum of four (4) to seven (7) years of prior experience working with Texas Department of Agriculture (TDA) systems
+ A minimum of three (3) years of experience working with Agile methodologies is required, including user story creation, active participation as part of an Agile team, engagement in all Agile ceremonies, and leading Refinement and Sprint planning sessions.
+ A minimum of three (3) years of experience using Azure DevOps, Jira, or similar project management platforms is required.
+ A minimum of three (3) years of experience performing highly complex (senior-level) business analysis work is required, including operating under limited supervision with significant latitude for the use of initiative and independent judgment.
+ A minimum of three (3) years of experience coordinating the analysis of program policies and procedures to determine their impact on automated systems and related functional areas is required.
+ A minimum of three (3) years of experience coordinating with outside vendors and contractors to complete projects and service requests, including defining, assigning, and evaluating their work, is required.
+ A minimum of three (3) years of experience identifying opportunities to improve business processes through automation and assisting in the preparation of proposals for new system development is required.
+ A minimum of three (3) years of experience consulting on application analysis, troubleshooting system issues, and implementing effective solutions is required.
+ A minimum of three (3) years of experience reviewing complex project deliverables-such as charters, design documentation, test plans, and risk assessment plans-and providing comments and suggestions to document owners is required.
+ A minimum of three (3) years of experience developing training curricula, conducting formal training sessions covering assigned system modules, designing and/or reviewing test cases, and processing change requests is required.
+ Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

**Working Conditions**
+ Professional office environment, with the ability to work onsite in the main office.
+ Must reside in the Austin area.
+ Must be physically and mentally able to perform duties extended periods of time.
+ Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
+ Must be able to establish a productive and professional workspace.
+ Must be able to sit for long periods of time looking at computer screen.
+ May be asked to work a flexible schedule which may include holidays.
+ May be asked to travel for business or professional development purposes.
+ May be asked to work hours outside of normal business hours.
