Consulting Software Developer IV - Federal Edge
**Job Description**

Oracle Health is seeking a highly experienced, customer-facing Consulting Software Developer IV with deep expertise in Oracle Health (Cerner) Millennium and custom development to join our Federal Edge & Analytics team.

In this role, you will lead the design, troubleshooting, enhancement, and support of complex Millennium custom solutions-primarily using CCL, Discern Rules, MPages, and Discern Analytics 2.0 (DA2)-to solve critical customer clinical and operational problems.

This role requires strong critical thinking, the ability to operate independently in ambiguous situations, and the capability to translate complex technical solutions into clear business and clinical impact for stakeholders, including executive leadership.

Success in this role is measured by the ability to independently deliver complex, high-quality solutions, reduce rework through proactive requirement alignment, improve system performance and reliability, and elevate overall team performance through mentorship, knowledge sharing, and the adoption of efficient, scalable development practices, including AI-enabled tools.

**What You Will Do (Responsibilities)**

+ Own delivery of complex Millennium custom development work across applications (PowerChart, FirstNet, Revenue Cycle, PharmNet, DA2, etc.) from intake through implementation and sustainment.

+ Lead technical design for assigned workstreams, ensuring solutions are scalable, performant, maintainable, and aligned to clinical workflows and system constraints.

+ Partner with clinical, operational, and technical stakeholders to clarify requirements, identify gaps, and translate needs into technically sound solutions.

+ Operate effectively in ambiguous or loosely defined problem spaces by independently structuring work, identifying gaps, and driving solutions through to completion without requiring detailed direction.

+ Translate complex technical designs into clear business and clinical impact, including:

+ Workflow implications

+ End-user experience changes

+ Operational risks and tradeoffs

+ Performance and scalability considerations

+ Communicate effectively with stakeholders at all levels, including executive leadership, providing concise, outcome-oriented recommendations.

+ Design, develop, enhance, and support custom solutions using CCL, Discern Rules, MPages, DA2, and related technologies.

+ Lead troubleshooting and root cause analysis of complex issues; implement durable fixes that reduce recurrence and improve system reliability.

+ Identify and resolve performance and scalability issues; proactively improve resiliency and operational health of supported solutions.

+ Perform and contribute to code reviews and design reviews; drive improvements to code quality, standards, and team efficiency.

+ Build and execute unit, system, and integration test plans to ensure high-quality, production-ready deliverables.

+ Follow all applicable change management processes and take ownership of validating changes (pre-implementation and post-deployment).

+ Actively leverage AI-enabled development tools to improve delivery efficiency and quality, and drive adoption of these tools across the team through knowledge sharing and practical application.

+ Mentor junior consultants and developers through code reviews, troubleshooting support, and knowledge sharing.

+ Participate in on-call rotations and provide post-deployment support to ensure solution stability.

Travel may be required on a limited, as-needed basis to support high-value customer engagements, including focused in-person working sessions, key project milestones, or critical support activities. Travel is not routine and does not follow a predefined schedule; it is driven by specific customer and delivery needs.

+ **Mentorship & team development:** Provides guidance and mentorship to junior team members, improving overall team capability and delivery consistency.

**Required Qualifications**

+ Bachelor's degree in computer science, Information Systems, MIS, or related field (or equivalent experience)

+ **8+ years of experience as a CCL Developer**

+ **5+ years of consulting (customer-facing) experience** , including stakeholder engagement and solution delivery

+ Strong understanding of the Millennium data model

+ Demonstrated experience delivering complex technical solutions independently

+ Proven ability to translate technical work into business and operational impact

+ Strong written and verbal communication skills

+ US Citizenship required and ability to obtain a favorable security clearance

**Preferred Qualifications**

+ Demonstrated firsthand experience consulting on or implementing Oracle Health Millennium EHR solutions in a customer-facing environment, including direct engagement with clinical and operational stakeholders.

+ Experience translating technical solutions into clinical workflow impact and end-user adoption considerations.

+ Familiarity with Oracle SQL, Oracle APEX, Python, HTML/JavaScript

+ Experience developing in Oracle Cloud Infrastructure (OCI) environments.

**Range and benefit information provided in this posting are specific to the stated locations only**

US: Hiring Range in USD from: $97,500 to $199,500 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
