Senior Technical Program Manager
**Job Description**

We are looking for **hands-on Technical Program Managers** with expertise and passion in solving complex problems across software engineering: distributed systems, identity, security, observability, and user experience.

This is a **greenfield opportunity** to design and build new cloud-centric applications from the ground up. We are growing fast, still at an early stage, and working on ambitious new initiatives. A TPM at any level can have significant technical and business impact here. You will be part of a team of hard-working, motivated, diverse people, given autonomy and supported to do your best work.

**Role Summary**

In this Principal Technical Program Management role (IC4), you will work across a multi-functional engineering organization to drive planning, execution, risk management, and delivery for critical initiatives. In addition to core TPM responsibilities, this role will have **specific ownership of OHRM (Oracle Health Release Management) components and Security/Compliance execution** , partnering closely with the Senior Director leading these areas.

You will rely heavily on influence rather than authority - working across engineering pillars, Release Management, Security, Privacy, Compliance, Legal, LCM, QE, and Architecture - to deliver repeatable, high-quality results for every release.

**Key Responsibilities**

**OHRM (Oracle Health Release Management) Execution**

+ Drive end-to-end execution of OHRM workflows for all engineering components.

+ Ensure OHRM bar tasks are clearly defined, assigned, tracked, validated, and closed on schedule each release.

+ Maintain accurate JIRA workflows, status, evidence, and approvals for bar tasks.

+ Identify repeated requirements across components and consolidate where possible to reduce redundant work.

+ Build and communicate release-readiness dashboards summarizing OHRM progress and risks.

+ Partner with engineering leaders to clarify ownership, reduce ambiguity, and increase predictability.

**Security & Compliance Program Support**

+ Coordinate with Security engineering teams to plan and track remediation work, vulnerability reduction, and dependency patching.

+ Facilitate end-to-end execution of required security bar tasks for each release.

+ Partner with bar owners (Security, Privacy, Compliance, Legal, QE, Architecture) to ensure clarity of expectations.

+ Surface risks early, create mitigation plans, and properly escalate blockers.

+ Drive consistency and operational rigor across all security and compliance workflows.

**Core TPM Responsibilities (Original + integrated)**

+ Define project scopes, plan and manage schedules, and drive timely delivery of value.

+ Organize and lead working meetings, status meetings, and cross-team syncs.

+ Prepare progress reports, manage risks and issues, and correct deviations from plans.

+ Monitor projects from initiation through delivery, ensuring on-time and on-budget execution.

+ Coordinate interdepartmental activities to ensure completion of project deliverables.

+ Assign and monitor work across teams, providing structure, clarity, and direction.

+ Collaborate closely with program and product management to understand customer needs and ensure right product outcomes.

+ Represent engineering perspectives to partner organizations and executive leadership.

+ Mentor and support peers as needed, demonstrating high ownership and accountability.

**Added Requirements for OHRM & Security**

+ Experience working with compliance-heavy workflows, release gates, or audit processes.

+ Ability to interpret bar requirements and convert them into actionable engineering tasks.

+ Strong proficiency in JIRA workflows, dashboards, and operational tracking.

+ High operational rigor with a bias for structured, repeatable processes.

+ Experience partnering with Security, Compliance, Privacy, or Legal stakeholders.

**Original Requirements**

+ Excellent oral and written communication skills, including experience working with executives.

+ Strong analytical, planning, and interpersonal skills with the ability to handle competing demands.

+ Strong understanding of business needs and ability to establish/maintain customer trust.

+ Expertise in software development process models with deep knowledge of Agile and traditional models.

+ Ability to evaluate product performance metrics and diagnose/resolve issues.

+ Experience in technical design discussions and summarizing trade-offs in documentation and presentations.

+ Demonstrated ability to work across global teams and cultures.

+ Ability to work independently as a lead contributor while collaborating effectively with others.

+ Ability to support obligations management and cross-functional coordination.

**Minimum Qualifications**

+ Bachelor's degree in Computer Science, Software Engineering, Technology Management, Business, or equivalent.

+ 8+ years of experience as a hands-on technical project or program manager.

+ Advanced knowledge of the product development lifecycle and experience launching/operating customer-facing cloud services.

**Preferred Qualifications**

+ 8+ years of project or program management, product design, or related experience.

+ Master's degree in Computer Science, Business Administration, or equivalent.

+ Deep understanding of public cloud infrastructure services (Compute, Storage, Identity, Networking).

+ Experience in healthcare or electronic medical records environments.

+ Knowledge of OCI, AWS, Azure, and Google Cloud services (IaaS/SaaS/PaaS).

US: Hiring Range in USD from: $78,000 to $158,200 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
