Oracle Health is seeking a highly motivated senior manager with a deep understanding of technical support and long-term code management & maintenance to lead a team responsible for delivering creative solutions to solve business, functional, and technical concerns for our federal customers. In this role, you will develop, mentor, and manage a team of talented consultants and consulting software developers while fostering a culture of collaboration, innovation, and operational excellence. A strong focus will be on process improvement, establishing team standards and achieving business objectives.
You will own the development and execution of strategies to achieve operational excellence, define and monitor key performance metrics, Service Level Objectives (SLOs) and Agreements (SLAs), and drive continuous improvement through automation and best practices. As a key leader, you will oversee work efforts and requests, working with stakeholders to effectively schedule and plan development efforts.
Your team will consist of a diverse group of creative thinkers who leverage their broad experience with Millennium products and database architecture to create solutions through Cerner Coding Language (CCL), APEX, Discern Rules, Python, Oracle GoldenGate, and SQL to address customer technical and business problems. Your expertise will contribute to the success of our healthcare technology initiatives to improve the lives of active-duty service members and veterans.
**Responsibilities**
Build, mentor, and manage a team of consultants and consulting software developers, fostering a culture of continuous improvement and operational excellence.
Leads a specialized area with diverse functional elements.
Define and drive team goals, priorities, and performance metrics aligned with organizational objectives.
Partner with recruiting teams to attract and hire top-tier talent.
Partner with resourcing managers to staff projects.
Drive initiatives to improve quality, define team processes, and manage Service Level Objectives (SLOs) and Service Level Agreements (SLAs).
Monitor processes, resolve incidents, and lead post-incident reviews to implement corrective actions.
Develop and enforce best practices related to software development, incident management, root cause analysis, and problem resolution.
Establish and maintain processes, playbooks, and other documentation to drive operational excellence.
Build and maintain strong relationships with internal leadership and client/partner decision makers.

**Qualifications**
Bachelor's or Master's degree in computer science or related field
10+ years of experience in the software or consulting industry with 3+ years in software development management leading agile teams on design, development, and delivery of highly scalable products.
Knowledge of software engineering standard processes across the development lifecycle, including agile methodologies, coding standards, code reviews, build processes, testing, long-term maintenance, support, and operations.
Ability to create, drive and evangelize cross-team processes to achieve org-wide impact.
Outstanding verbal and written communication skills with the ability to clearly communicate a vision and get people invested in success.
Ability to interact with clients and a passion to help them succeed.
Strong, demonstrable track record for hiring and retaining top-tier talent.
Must be a US Citizen
Must be able to receive a favorable security clearance.
**Preferred Qualifications**
Strong background in Oracle Health Millennium (formerly Cerner Millennium)
Experience with LEAN management practices.
Familiarity with Cerner Command Language (CCL), Oracle SQL, or MPages
Familiarity with technologies and design concepts around Big Data Processing and Relational Databases such as: ETL, Hadoop, Spark
Experience implementing an Oracle Cerner product for multiple customers.
Experience working with Visio, MS Project, SharePoint, and Confluence.
Experience working with federal government customers.

US: Hiring Range in USD from: $94,600 to $251,600 per annum. May be eligible for bonus, equity, and compensation deferral.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
