Description: Essential Job Responsibilities: Performance Indicators
Performance Indicator 1: Human Resource Management and Professional Development
• Provide daily on-site supervision for all staff and volunteers of assigned center (s); inform Regional Administrator of staffing needs and changes immediately.
• Manage and monitor staff attendance and absenteeism daily; maintain accurate records (T&A, Sign-In Roster, Personal and Sick Leave; conduct conferences immediately regarding variances; maintain appropriate records.
• Orient new staff within five days of employment onset; coach/mentor as appropriate during probationary period; provide and/or arrange for training and technical assistance immediately upon need identification.
• Conduct probationary performance reviews in accordance with established policies and procedures; document process accordingly.
• Conduct mid-year and annual performance evaluations of Center staff in accordance with established schedule.
• In conjunction with Performance Appraisal/Evaluation process, develop Employee Improvement Plan when warranted.
• Maintain an up-to-date listing of all staff credentials and records on professional development pursuit status for those pursuing degree course works to assure staff progress towards educational requirements as supported by MAP and Head Start Performance Standards.
• Arrange for pre-approved release-time as needed for center staff professional development assuring staff: child ratio is maintained at all times during site operations.
Performance Indicator 1: Center Operations and Program Coordination
Responsible for the coordination and arrangement of services in all functional areas, utilizing internal and external resources to provide quality services as deemed appropriate for each enrolled family to include but may not be limited to the following areas:
ERSEA
• Manage recruitment activities to assure full enrollment is achieved to include assigning all staff to recruitment activities and assuring full service area is canvassed; monitor recruitment activities daily to assure desired results are achieved;
• Monitor wait list continuously to assure desired level is maintained to sufficiently support maintenance of full enrollment throughout the school year.
• Monitor data entry activities daily to assure all applications for enrollment are entered in the computerized system according to operational procedures and scheduled timelines.
• Assign approved children to classroom immediately in accordance with prescribed class size regulations.
• Assign approved children to family community worker immediately in accordance with prescribed case load size guidelines.
• Monitor funded enrollment level weekly, at a minimum, to assure vacancies are filled within seven (7) d4ays of vacancy, not to exceed thirty (30) days, report variances to Regional Administrator immediately.
• Monitor child attendance daily to assure timely and appropriate follow-up is provided; report variances such as poor attendance and regular tardiness to Regional Administrator immediately.
Education and Early Childhood Development and Disabilities Services
• Monitor classrooms (as often as deemed necessary) to establish, facilitate, and maintain an open and accessible working relationship between the Administrator and classroom staff.
• Monitor all classrooms daily to assure appropriate staff: child interactions and to assure staff: child ratio is being maintained; conduct conference(s) immediately regarding variances; maintain appropriate records.
• Notify Regional Administrator immediately of T&TA needs identified.
Child Health, Family and Community Services
• Coordinate and monitor daily activities of family services staff to include but not limited to scheduling service delivery appointments (medical, dental, FPA, home visits, etc.) to assure quality services are provided within required time frames; conduct conference(s) immediately regarding variances; maintain appropriate records.
Nutrition and Food Services
• At enrollment intake, review USDA eligibility information to validate the assignment of correct eligibility meal status and compliance with USDA guidelines.
• At each meal, conduct headcount for each classroom and provide accurate counts to appropriate Food Service staff.
• Reconcile meals and child attendance records daily to include USDA records; conduct conference(s) immediately regarding variances; maintain appropriate records.
Transportation and Safe Environments
• Coordinate all activities related to receiving/departure of children, twice daily at a minimum, to include but not limited to child rosters, changes in children pick-up/drop-off, emergency information, health and safety (first-aid kits replenished/maintained, fire extinguishers tagged, bus walk-through, etc.); conduct conference(s) immediately * as needed regarding variances; maintain appropriate records.
• Prepare and post cleaning schedules for custodial staff; monitor daily to assure schedules are followed; accordingly, conduct conference(s) immediately regarding variances; maintain appropriate records.
• Conduct or assign daily walk-through of facility and playground areas to assure all potential dangerous/hazardous materials are stored in locked cabinets or in secured storage areas separate from medications and foods and are accessible only to authorized staff; monitor for compliance as appropriate; conduct conference(s) immediately regarding variances; maintain appropriate records.
• Manage facility for continuous licensure compliance; initiate licensure renewal process within 90 days of expiration at a minimum; repeat tasks continuously until license renewal is achieved prior to current license expiration.
Record Keeping and Reporting
• Monitor manual and computerized child and family records weekly to assure all records are up to date for all enrollees; conduct conference(s) immediately regarding variances; maintain appropriate records.
• Establish manual and computerized record for each employee within 2 workdays of employment; maintain up-to-date records in accordance with operational procedures.
• Submit bi-weekly written report on center operations to Regional Administrator.
• Create and/or maintain up-to-date documentation as appropriate to support center operations.
Community Networking
• Coordinate with community partners the delivery of services monthly at a minimum, to generate non-federal share resources; to avoid duplication of services and maximize use of available resources by Head Start families and the local community-at-large.
Fiscal Operations and Internal Controls
• Responsible for collection and submission of accurate staff time and attendance records bi-weekly in accordance with established schedules.
• Responsible for collection and submission for payment of all bills to include parent activity expenses, children's services invoices, transportation and all other expenses incurred for assigned Center(s); maintain accurate records in accordance with established guidelines; submit to Regional Administrator weekly at a minimum.
• Coordinate all related activities for all planned field trips for assigned Center(s) to include scheduling and other related tasks; submit required documentation to Regional Administrator or designee within established timelines.
• Solicit non-federal resources continuously to supplement service delivery and/or parent involvement activities.
• Collect non-federal share records weekly and review for accuracy and completeness; submit weekly at a minimum to Regional Administrator.
Governance
• Initiate center reorganization activities within 5 workdays of school opening and/or achievement of full enrollment; implement tasks in accordance with Head Start Performance Standards and operational procedures.
• Schedule and attend parent meetings, monthly at a minimum to establish and support positive rapport with parents; maintain records to support validation of meetings.
Other Job Responsibilities
• Monitor use of supplies, equipment and materials to assure sufficient operating levels are available at all times; report waste and abuse to Regional Administrator immediately; prepare and submit requests for replenishment as needed in accordance with established RFS procedures.
• Promote a consistent exchange of information in all directions; facilitate the resolution of conflicts between staff whenever appropriate.
• Perform other duties as requested by Regional Administrator
Communications
• Frequent telephone and in-person contact with parents, Center staff, Regional and Central Office staff and consultants for information exchange, problem solving, and coordination of efforts
• Regular written memos, correspondence, and reports

Requirements:
• Bachelor’s degree in Early Childhood Development or related field with a minimum of three years demonstrated experience in leadership and/or management position in an early learning environment of Bachelor’s degree in Business Administration or related management field with a minimum of 18 hours in Early Childhood Development.
• Strong knowledge of Head Start practice of Early Childhood Development and/or Human Development.
• Working knowledge of Head Start Program Performance Standards, Alabama Child Care regulatory environment or other child development, social service programs, human resources management, or related areas in a non-profit organization.
• Demonstrated experience in administration and supervision, office management, case management, or related areas.
• Oral and written communication skills, which support positive feedback among operational levels.
• Ability to continuously report to work daily for a minimum of five (5) days per week to prevent delays in service delivery.
• Significant problem-solving ability, which can translate emotionally charged family needs into recommendations and relevant community referrals.
• Ability to work as a team member, collaborating with parents and community resources.
• Ability to prioritize workload, multi-task, meet deadlines, and maintain a patient and professional attitude, balancing attention to detail with a “bigger picture” perspective.
• Substantial decision making and problem solving relevant to operations management and procedures, Performance Standards, federal, state, and local regulations.
• Regular kneeling, bending, and sitting on the floor to attend to the child’s needs.
• Ability to relate to clients from diverse populations.
• Occasional lifting of up to 50 lbs., frequent, prolonged sitting and standing to complete tasks.
• Ability to travel, sometimes overnight and with short notice.
