Summary: V2X Global Training Solutions (GTS) is seeking an experienced Leader and Material Program Manager (MPM) to join the Defense Training (DT) Supply Chain team. The Lead MPM will demonstrate project management and critical thinking skills and will play an important role in ensuring supplier performance. The MPM must be a self-starter, capable of developing and achieving organizational and program goals, and able to successfully participate with all levels of internal administration, including the supplier organization.
Duties & Responsibilities: Supply Chain liaison between the Program Manager(s), Integrated Product Teams (IPT) and other functional leads. Supervise and lead a team of three (3) MPMs. Developing and executing supply chain strategies and plans. Creating, managing, and executing material program strategy (MPS) and the material program plan (MPP). Providing comprehensive Supply Chain support for Gates 0-11 activities and ensuring compliance for the programs and tailoring when applicable. Overall ownership of the supplier administration process including supplier performance, SCM metrics, international issues, Make/Buy Where plan, strategic agreements, and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc. Developing and guiding supply chain proposal activities including task descriptions and bases of estimates. Developing and executing risk/opportunity plans to meet program targets. Identifying and developing opportunities for small business participation. Monitoring and proactively addressing performance and financial metrics including those related to cost, schedule, and quality. Developing and maintaining accurate material/subcontract sales forecasts, short-range outlooks (SRO), material EACs, sales and operating Plans and Annual Operating Plans (AOP). Developing Basis of Estimates (BOEs) for change orders and new pursuits to include FAR 15.2 compliant proposals. Acting as the Control Account Manager (CAM) for material and SCM labor. Flowing down Supplier Management Best Practices to suppliers which include risk mitigation and subcontract organization plans.
Requirements and Qualifications: Minimum 10 years’ relevant experience in supply chain, program management or project management. Experience in Microsoft Office (Word, Excel, PowerPoint). Understanding of government regulations (i.e.: FAR / DFARS, ITAR / EAR, TINA, etc.) Strong interpersonal skills with proven ability to communicate effectively both verbally and in writing with internal customers and all levels of management. Demonstrated Leadership skills – influence, presence, ability to interface internally and with suppliers. Strong analytical, problem-solving skills and ability to think strategically. Demonstrated ability to act independently as may be required and demonstrated success in influencing or achieving critical requirements including those related to cost and schedule performance.
