SUMMARY:  Supervises and enforces the building, safety and housing codes as well as the Zoning and City Ordinances with firmness, tact and impartiality; and, as assigned, performs related duties.   ESSENTIAL DUTIES AND RESPONSIBILITIES include the folling. Other duties may be assigned.  Directly supervises employees, which  also includes interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.  Prepares and maintains financial monthly reports related to permit fees and other sources.  Directs and participates in the preparation of certified plans for new subdivisions, land use, zone changes and variances.  Recommends changes in City and Zoning Ordiances and Building Codes.  Obtains and furnishes information in contact with other City employees, departments and the public. Prepares notices of violations regarding codes and ordinances. Explains building restrictions in the absence of the building and safety violations to property owners, architects, contractors, workman and representatives of the City and other governmental agencies. Makes on-site inspections of existing buildings as to structure, occupany, and housing violations.  Answers phone calls and personal inquiries for information.  Testifies in court, as needed, regarding violations.
