This position is for a Contract Specialist with a company at Stennis Space Center, MS.
Duties and Responsibilities: Provide support that includes detailed research, analysis, expert advice and work products to assist the Government personnel in developing independent cost estimates (ICE), develop requirements, performance work statements, formal acquisition packages, technical reviews of requirement packages, research and respond to inquiries, in-depth research of emerging policies, regulations, directives, or industrial issues, monitor and trace new and changing requirements, prepare briefings and information papers, and attend meetings and teleconferences as defined in the PWS. Specific acquisition management support tasks include the tasks listed in the subsequent paragraphs. Conduct interviews with subject matter experts, CORs, and/or other knowledgeable staff, gather data to draft statements of work, performance work statements, quality assurance surveillance plans, market research and general documentation for budgetary estimates for NAVOCEANO’s projects. Make both written and oral recommendations to NAVOCEANO regarding our findings and conclusions with regard to the following: Specific contract language and clauses. Appropriate type of contract. Coordinate with the socioeconomic specialists relative to special programs. Minimum and maximum order limitations. Method for award. Distribution of solicitations. Independent Cost Estimate Development Support.
Provide the required services for independent cost estimate development. Provide cost estimating, expert advice, and work products to assist Government personnel in the development of ICEs. Advice and work products will be accurate, free of errors, and provide a supportable basis for establishing a reasonable estimate of the resources needed to perform the requirement, and the all-inclusive cost associated with those resources. Assistance in Requirements Development and Refinement:
Provide the required services to assist with requirements development and refinement. Requirement documents include, but are not limited to, market research, statements of work, performance work statements, requirement packages and justification and approval documents for efforts that require sole source justifications. Advice and work products will be accurate, free of errors, and in accordance with applicable acquisition regulations and policies. Assistance in Technical Review of Requirements Packages:
Provide the required services to assist with technical reviews of requirement packages. Advice and work products will be accurate, free of errors, and in accordance with applicable acquisition regulations and policies. Research and Respond to Inquiries:
Provide the required services to research and respond to daily phone calls and email. Telephone calls shall be courteous and indicate contractor status. Correspondence will be prepared in the standardized format when required and shall be technically sound and free of errors. Advice and work products will be accurate, free of errors, and provide a supportable basis for determining whether, in accordance with applicable acquisition regulations and policies, the proposed costs are fair and reasonable. Advice and work products will be supported by sound reasoning and subject matter expertise. Reports will present accurate and insightful findings and recommendations supported by complete, concise, and convincing rationale. Report findings and recommendations will be thoroughly documented. Communication will be professional and responsive.
